LEGAL ISSUE: A Must Read for Every Filipino Engineer in Qatar



Malaking pangamba ang idinulot ng inaamyendahang Qatar law No. 19 of 2005 (An Act Regulating the Practice of Engineering Profession) ng Gobyerno ng Qatar. Ayon sa nasabing batas, kailangang masunod ang kinakailangang Academic requirements na 16 na taong pag aaral kabilang dito ang baccalaureate degree para sa kursong engineering.

Lumalabas sa pagsusuri ng Supreme Education Council (SEC) na kulang ng isang taon ang curriculum ng para sa engineering courses ng mga eskwelahan sa PIlipinas. Bukod dito, 100 lamang mula sa 569 na eskwelahan sa Pilipinas na may kursong engineering ang kinikilala ng SEC.

Dahil dito, humingi ng tulong ang Philippine Professional Organization (PPO) sa embahada ng Pilipinas sa Qatar sa pamamagitan ng kanilang pangulo na si Frank Jamandre upang solusyunan ang lumalalang problema.

Agad namang tumugon sa panawagan ng PPO si Ambassador Crescente Relacion na humingi ng tulong sa Commission onHigher Education (CHED) sa maynila bilang counterpart ng SEC at Philippine Regulation Commission (PRC) bilang counterpart naman ng Ministry of Municipality and Urban Planning (MMUP).

Sa pamamagitan ng isang powerpoint presentation, kapwa naipaliwanag ng CHED at PRC ang kanilang panig kung saan ayon kay Vice Consul Kristine F. Bautista, Third Secretary ng Embahada ng PIlipinas sa Qatar, nagging “receptive” aniya ang mga kinatawan ng SEC at MMUP sa ginwang presentasyon ng CHED at PRC kaugnay sa estado ng mga engineering school sa PIlipinas maging local man o pandaigdigang estado ng qualification standards ng mga nabanggit na paaralan.

Kaugnay sa pagiging bukas sa pagtanggap ng qualification standards ng mga engineering school sa PIlipinas, ayon pa kay Bautista, humihingi rin ang SEC at MMUP ng updated list ng lahat ng mga paaralan sa PIlipinas na nagbibigay ng nasabing kurso para magkaroon sila ng kumpletong talaan.

Bagama’t katanggap-tanggap sa SEC at MMUP ang curriculum ng mga engineering courses sa PIlipinas, hindi pa rin nila tanggap ang isang taong kakulangan ng engineering degree sa PIlipinas kung academic requirement ng Qatar ang pagbabasehan kaya lumalabas na hindi sila pumasa sa nasabing requirement.

Upang maremedyuhan ang nasabing pagkukulang, kinakailangan na ang isang inhinyero na nagtatrabaho sa Qatar bilang engineer ay kinakailangang mag aral ng isang taon upang mapunuan ang nasabing pagkukulang. Isang halimbawa nito ay ang pag aaral sa Masteral degree.

Kung sakaling hindi masunod ang requirement, hindi makakapagpatala (register) ang isang inhinyero sa MMUP na kailangan naman para sa pagrerenew ng RP (Residence Permit) na magreresulta naman sa kawalan niya ng karapatang magtrabaho sa bilang engineer kung hindisiya rehistrado.

Ayon naman kay Philippine Labor Attache Leopoldo de Jesus, mahalaga na masunod ang kinakailangang requirement ng bawat OFW na nagtatrabaho bilang engineer sa Qatar upang mailigtas ang nasabing OFW sa posibleng pagkawala ng kanilang trabahao.

Kaugany sa nabanggit, nakahanda aniya ang kanyang tanggapan na magkaroon ng dialogue sa pagitan ng mga apektadong inhinyero at kanilang kompanya upang mausnod ang itinatadahan ng batas.


“Kailangan nating bigyan ng proteksyon an gating mga manggagawa upang mailigtas sila sa napipintong pagkawala ng kanilang trabaho. Ganon din naman, kailangan makuha ang suporta ng kanilng kompanya upang mausnod ang nilalaman ng nasabing batas dahil ito naman ay para sa kapakinabangan ng magkabilang panig., hulling pahayg ni de Jesus.

THOUGHTS: Happy Home Part 2 - Minimalist Living Room

Darn! So excited to buy Furniture already!

3 months to go and we’re gonna see the fruit of our labor in the Philippines – our dream house! Yes, for so many months of checking and adjusting our budget, we able to (almost) finish our first project as a couple. Of course, new house, new furniture. Although, we will still be using some old stuffs like the narra bed and wooden console table, 80-90% will be bought as new.

As posted 2 weeks back (click HERE), I am so thrilled having chandelier in our house. Now, I will be posting some of our choices for the living room and entertainment area. Entertainment / Family Room is located on the 2nd floor of the house, so that if visitors would just like to seat and relax with unobtrusive atmosphere, they can stay in the living room downstairs. And since we wanted peaceful and relaxing in  the living room downstairs, we opted earth hues for the furniture and displays and everything that we can incorporate with the colors.

Subject: Department of Transportation and Communications' (DOTC) International Passenger Service Charge (IPSC)

"For information, starting 01 October 2014, DOTC will implement the IPSC Integration program. The IPSC, or commonly known as the Airport terminal Fee (P550.00), shall be incorporated into the Cost of airline tickets at point of sale.

The aim of the program is to address the congestion in all Ninoy Aquino International Airport (NAIA) terminals by reducing the processing time of passengers.

The program, will be implemented simultaneously by all airlines worldwide and shall also cover passengers transiting Manila to any destination point.

As Overseas Filipino Workers (OFWs) are exempted from payment of IPSC, they can refund the terminal fee, in case it was charged to them by default at NAIA terminals or at MIAA Administration Building Collection Office, Ground Floor MIA Road, Pasay City. They will be required to present the following to avail of the refund:
     1. Airport Copy of OEC
     2. E-ticket or Itinerary receipt with OR, or Invoice indicating payment of the terminal fee;
     3. Boarding pass

Enclosed is a copy of DOTC’s powerpoint presentation and MIAA’s implementing guidelines on the matter, for other details.

MOVIE: The Equalizer

Boredom attacked yesterday. Habibi really wanted to watch a movie so we checked cinecomovies.com. Although we are eyeing Walk among the tombstones, which stars Liam Neeson, he chose to buy tickets for the movie The Equalizer. I am not a big fan of action films, nor movies of Denzel Washington, but since that is his choice, I should also go, right? J Besides, women can easily absorb action films than men adopting chick flicks :D

The Equalizer is about Mr. Mc Call played by Denzel Washington, a self-proclaimed retired intelligence Officer with a set of special skills. He chose to live a normal, ordinary quiet life, until he met a young girl who is under a control of violent Russian Mob.

Literally, The Equalizer means giving some balance in the society. And that is actually his role in this film. He did gave justice in portraying, although the lame part of the movie is that too many chit chats, and too many pauses. Although the screenplay is quite impressive, and holds an above average rating at the Rotten Tomatoes (59%), it didn’t’ struck me that much as I don’t know if this is drama film or an action movie. Good thing they picked an actor who can deliver the role with no effort.

Needless to say, but this may not complete your weekend. If you are into an action film, this is good, but you can find a better one.
